Installing energy-saving technologies will be partially compensated

Uzbekistan's government has identified "additional measures to introduce energy-saving technologies and develop low-power renewable energy sources."

In the President's decree, signed on September 9, 2022, the following areas of state support in this sphere have been identified in order to introduce mechanisms for state support for the widespread use of renewable energy sources by the population and business entities, to provide them with electrical and thermal energy through these sources, and to stimulate the efficient use of energy resources in buildings and structures for administrative and domestic purposes. These are: • financial incentives for the purchase of renewable energy installations by the general public and business entities • the implementation of targeted measures for the use of alternative energy sources in administrative buildings and structures, including settlements and households; • increasing the attractiveness of business projects for the construction of micro and small hydroelectric power plants; • comprehensive support for businesses involved in the production of solar and wind power plants, as well as small hydroelectric power plants.

The amount of compensation for the installation of a solar or wind power plant


Beginning on October 1, 2022, the decree states: • Individuals will be able to purchase solar and wind power plants, as well as solar water heating installations, manufactured in the republic at the expense of the Extrabudgetary Intersectoral Fund for Energy Saving, administered by the Ministry of Energy, in interest-free installments over a three-year period. • Consumers who purchase and install RES devices and pay the full cost will be reimbursed for a portion of the costs from the Fund's resources. • Consumers purchasing renewable energy devices directly from local manufacturers, suppliers, installation and commissioning companies, local retail outlets, including online stores, when purchasing in installments or the amount of compensation will be deducted from the final retail price. The decree also states that in 2022-2023: • the use of alternative energy sources at over 34,000 facilities, including 619 New Uzbekistan blocks and over 28,000 regional households; • increasing the share of alternative energy sources in the volume of energy consumed at over 6,000 facilities in the context of ministries and departments to 30%.

The amount of compensation for the installation of solar water heaters


The Council of Ministers of the Republic of Karakalpakstan (The Jokorgu Kenes), the khokims of the regions, and the city of Tashkent will provide families in need with additional funds from the local budget in 2022, and the funds provided for these activities within the parameters of the local budget in 2023 (solar photovoltaic installation with a capacity of at least 1 kW or a solar water heater with a capacity of at least 100 liters). Furthermore, under the resolution, individuals and legal entities can sell surplus electricity generated by solar, wind, and biogas power plants installed for their own needs to JSC "Regional electric networks" and an authorized state body for a period of at least ten years.
